Rogers HTC Dream and Magic are unable to place 911 Calls.
Canadian based Rogers wireless has released patches for the HTC Dream and Magic. There is a temporary solution on the dream phones. Users can disable their GPS feature as a workaround. This request by Rogers was not very popular as GPS is an important app to run various smartphone applications. All users were notified via Txt messages on Rogers.
Rogers will be compansating users that were affected with one month of free mobile data access. Rogers has stopped HTC Dream sales as they resolve this issue. The following instructions and patches can be both obtained from:

I want to mention a few things these patches do not support MAC OS, therefore you will need to find a machine that has XP,Vista,Windows7 has issued and the patch has to be loaded via SD card method, by running the patch from the SD card I been told. This looks like a headache for many users as not everyone is computer savvy with these various methods and patch updates.
I think, this is a pretty big lesson for Rogers to learn to test things better before they are released to the public. This issue angers many customers and I bet the call center is flooding with calls of frustrated users.
